Indicator 4: Suspensions/Expulsions

What Indicator 4 Is

Within Indicator 4, there are two separate measurements:

1. 4A looks at the Public Education Agency’s (PEA) rate of suspensions or expulsions for students with disabilities totaling 10 or more days compared to the State’s rate of suspensions or expulsions for students with disabilities totaling 10 or more days.

2. 4B looks at the same calcualation as 4A, however the calculation looks at the suspensions and expulsions by each racial/ethnic group.

Indicator 2 measures the percentage of youths with Individualized Education Programs (IEPs) who exited high school due to dropping out.

Indicator 2 is one way to assess whether Arizona is meeting its goal to prepare all students for success after high school in further education, in work, and in daily life.

What Indicator 1 Is

Indicator 1 measures the percentage of youths with Individualized Education Programs (IEPs) who exited high school due to graduating with a regular high school diploma.

Why Indicator 1 Is Important

Indicator 1 is one way to assess whether Arizona is meeting its goal to prepare all students for success after high school in further education, in work, and in daily life.

Update for FY 2024 to Integrity Rule: -40031

An update to an integrity rule for FY 2024 will be introduced into the integrity process on SPED data shortly. This rule continues our effort to validate SPED reporting further and ensure clean data for the state.

A one-sheet Integrity Tool is available on our AzEDS SPED Reporting webpage for troubleshooting tips. An updated error message has been added to our SPED Integrity Rules Reference document.

Please note: This alert does not indicate that your entity is failing this rule. Please check your INTEG15 report in the AzEDS Portal to determine if your entity is failing any SPED Integrity Rules. 

Integrity Rule -40031

This rule validates that SPED Needs reported for students attending a school site are approved to service those needs according to the applications submitted by those entities.

This rule will now validate approved needs for all public and non-public school sites.

As a result, this rule will also fail for any student reported with the EDP need but who is not attending a site approved for EDP. All public schools sites approved for EDP are listed on the Emotional Disabilities Private/Public (ED-P) Program web page.

PEAs failing this integrity error and that are not listed as approved for EDP, please contact the ESS Private Day EDP Inbox with questions.

PEAs that fail the rule and that are listed as being approved for EDP, please contact ESS Data Management.

If the student failing this integrity error attends an approved private day school, PEAs can validate the approved needs on the Private Special Education Schools web page list.

AzEDS Report and Integrity Rules Update

Effective December 01, 2023, the SPED10 report in the AzEDS Portal has been enhanced to include Resident School ID begin and end dates. Integrity -40079 validates that a Resident School ID is reported for all dates of a SPED LRE.

Also effective December 01, 2023, integrity rule -40070 has been updated. The rule has been updated to ensure that MDSSI and ED cannot be reported together. The Concurrent Need Matrix reflects this change.

New Integrity Rule: -40095

Effective October 31, 2023, a new integrity error has been implemented for SPED data validations in AzEDS. This new integrity error is part of an ongoing effort to ensure clean data during the fiscal year and to avoid corrections of data after the close of the fiscal year.

-40095 Duplicate Least Restrictive Environment records are reported.

This rule ensures that duplicate Least Restrictive Environments (LREs) are not reported. Duplicate LREs can cause issues with some ADE systems and reporting. The error notifies a PEA that their SIS has duplicated the LRE and to work with their SIS vendor to remove one of the duplicates.
