The Federal and State laws pertaining to the appropriate administration of the Nita M. Lowey 21st Century Community Learning Centers (21st CCLC) Grant are delineated.  It is the subgrantee's responsibility to remain apprised of current legislation should the applicable laws and/or regulations be changed or revised. 

The 21st CCLC Title IV-B Team provides ongoing technical assistance to help Arizona's 21st CCLC programs maintain compliance with Federal and State regulations. Please view and/or print a copy of the 21st CCLC Guidance Handbook for practices and standardized expectations

Federal Legislation for 21st CCLC Arizona ESSA State Plan - 21st CCLC

 

The 21st CCLC Guidance Handbook provides compliance, monitoring, and evaluation resources for subgrantees to implement the required expectations of their grant. Throughout the duration of a grant cycle, subgrantees will receive ongoing technical support to meet Arizona's monitoring plan.  

The subgrantee must conduct periodic evaluations of their 21st CCLC program to assess its progress toward achieving the goal of providing high-quality opportunities for academic enrichment and overall student success.  This includes the collection of necessary data to measure student success as described in the subgrantee's application (Section 4205(b)(1)(E)).  Additionally, the subgrantee must provide public notice of the availability of its evaluations and make the evaluations available upon request (Section 4205(b)(2)(B)(ii)).

Grant funds must be managed according to sound financial management practices.  Subgrantees need to use fiscal control and fund accounting procedures that ensure proper disbursement of and accounting for federal funds.  Subgrantees should always consult with their own finance offices for coding and classifying budget expenditures.  Please refer to the continuously updated Chart of Accounts at the AZ Auditor General Site for Arizona School Districts or for Arizona Charter Schools. 

Arizona 21st CCLC Programs must provide for a safe and healthy learning environment by ensuring that healthy food, safe transportation, and an easily accessible environment are addressed. 21st CCLC programs must submit a 21st CCLC Program Basic Emergency Plan prior to the start of the program.

Safe & Easily Accessible Facilities

Sites must ensure that the program is taking place in a safe and easily accessible facility.

Districts or Sites will annually adapt an existing Emergency Operation Plan, or develop a new one if necessary, as a 21st CCLC Program Basic Emergency Plan document for the program site. 

*Note:  The 21st CCLC Program Basic Emergency Plan document will be a compliance requirement for all sites.  Any updates made throughout the year should be communicated to your Specialist. 

Nutritious Food

Arizona’s 21st CCLC programs partner with the ADE’s Health and Nutrition Services to assist centers with providing snacks or meals for out-of-school time.  All 21st CCLC sites are responsible for offering snacks that meet federal nutrition guidelines and applying for reimbursement programs.  ADE’s Health and Nutrition Services can support 21st CCLC subgrantees with this process. 

 Transportation

Arizona’s 21st CCLC programs must establish procedures for the safe transportation of students between the center site and home as described in the originally approved grant application.
