Programmatic Monitoring Requirements

The McKinney-Vento Homeless Assistance Act requires that State Education Agencies (SEAs) and Local Education Agencies (LEAs) provide educational rights and protections for children and youth experiencing homelessness. The SEA must monitor LEAs in coordination with local McKinney-Vento Homeless Liaisons to ensure compliance with the federal requirements under the Act, including the identification and immediate enrollment of children and youth experiencing homelessness, as well as the removal of barriers to their attendance, school stability, and academic success (42 U.S.C. §11432 (f)(5) & 20 U.S.C. 6312 §1112(b)(6)). 

Coordination with ESEA Programmatic Monitoring

Federal regulations and administrative procedures require that the SEA monitor the implementation of program requirements and the expenditure of federal funds (4 C.F.R. § 76.770). Monitoring of federal programs is conducted to ensure that all children have a fair, equal, and significant opportunity to obtain a high-quality education (42 U.S.C. §11432; 20 U.S.C. 6312 §1112). 

To reduce administrative redundancies, the Homeless Education Program (HEP) has partnered with the Elementary and Secondary Education Act (ESEA) Department to monitor LEAs receiving ESEA Consolidated Grant funds for compliance with the McKinney-Vento Homeless Assistance Act. The Arizona Department of Education (ADE) ESEA Programmatic Monitoring includes Main Requirement 5 in each of the four (4) monitoring cycles. Main Requirement 5 covers mandatory elements of the McKinney-Vento Homeless Assistance Act that every LEA is required to implement.

Homeless Education Program Monitoring

The Homeless Education Program (HEP) conducts this federally required program monitoring virtually, electronically, and on-site with specific focus on Education for Homeless Children and Youth (EHCY) subgrantees and LEAs that do not receive ESEA Consolidated Grant funds. LEAs will be provided notification of monitoring ahead of the opening of the monitoring window.
