Welcome to Title IV-A Effective Use of Technology
The resources in this section of the ADE Website refer to Effective Use of Technology (EUT) as defined by the Title IV-A section of the Every Student Succeeds Act (ESSA). The purpose of this program is to provide support to schools and local education agencies (LEA's) in improving the use of technology to improve the academic achievement, academic growth, and digital literacy of all students. ESSA Sec. 4109(a)
Effective Use of Technology (EUT) funds can used in the following ways…
- Supporting high-quality professional development for educators, school leaders, and administrators to personalize learning and improve academic achievement
- Building technological capacity and infrastructure
- Carrying out innovative blended learning projects
- Providing students in rural, remote, and underserved areas with the resources to benefit from high-quality digital learning opportunities
- Delivering specialized or rigorous academic courses and curricula using technology, including digital learning technologies and assistive technology
- Complete the Title IV-A portion of the Elementary and Secondary School Act (ESEA) Consolidated Application.
- Complete a Comprehensive Needs Assessment (required for LEA's receiving an allocation of $30,000 or more) in order to examine needs for improvement of access to, and opportunities for, a well-rounded education for all students; school conditions for student learning in order to create a healthy and safe school environment; and access to personalized learning experiences supported by technology and professional development for the effective use of data and technology.
- Develop its application through consultation with parents, teachers, principals, other school leaders, specialized instructional support personnel, students, community-based organizations, local government representatives (which may include a local law enforcement agency, local juvenile court, local child welfare agency, or local public housing agency), Indian tribes or tribal organizations that may be located in the region served by the local educational agency (where applicable), charter school teachers, principals, and other school leaders (if such agency or consortium of such agencies supports charter schools), and others.
- Continue consultation with the planning team described above in order to improve the local activities in order to meet the purpose of this subpart and to coordinate such implementation with other related strategies, programs, and activities being conducted in the community.
- Must complete a comprehensive needs assessment
- Must spend at least 20% of their Title IV-A allocation on activities related to supporting well-rounded education
- Must spend at least 20% of their Title IV-A allocation on activities related to supporting well-rounded education
- Must spend a portion of their Title IV-A allocation on activities related to supporting the effective use of technology
