FY 2023 October 1 Data Collection Application is now OPEN

The October 1 Data Collection (ODC) application is now open, and Phase I is underway. This phase includes the submission of your Public Education Agency (PEA) Special Education (SPED) student count and personnel Full-Time Equivalency (FTE) data. 

The ODC child count is a crucial process consequential for federal reporting, determining federal allocations, and providing information for the state to make educational determinations over time.

All PEAs are required to verify the aggregate count of students receiving SPED services over October 1, including zero counts. This is an internal count using your student information systems and student rosters; AzEDS reports should not be used to gather Phase I Verification Count.

This data is due Wednesday, November 16, 2022. More information and training is available on the ESS October 1 Data Collection website.

Exceptional Student Services (ESS) Discipline Data Collection (DDC) Application Opening September 14

The ESS DDC application will open for fiscal year (FY) 2023 incident entry on September 14, 2022.

There are no significant changes to the DDC application this school year. ESS requires all Public Education Agencies (PEAs) to manually enter or bulk upload discipline data incidents into the DDC application. The XML Schema for PEAs choosing the bulk upload option is unchanged.

Training on entering and/or uploading incidents into the DDC application is available on the Discipline Data Collection page. This page has a DDC Manual with step-by-step instructions for entering or uploading data. A webinar recording is also available that includes a demonstration of entering and uploading discipline incidents.

FY 2023 discipline data is due July 15, 2023, aligning with the close of AzEDS data reporting for the fiscal year. PEAs submitting discipline data into AzEDS will not be consumed for FY 2023 as AzEDS is not the system of record for FY 2023.

Beginning FY 2024, all PEAs will enter discipline data through their student information system and sync to AzEDS. ESS will release more details regarding FY 2024 incident data requirements soon.

ESS still requires that PEAs that volunteered to pilot the submission of discipline incident data into AzEDS data this school year also enter or upload the discipline incident data in the DDC application. ESS will send more information regarding the pilot program soon to those specific PEAs.

ESS Data Management will host a training webinar for the ESS October 1 Parentally Placed Private School Students on September 28, 2022, from 10:00 am – 11:00 am.

This webinar is intended for School Districts with geographic boundaries ONLY. (Charter schools are not responsible for private school count or required for proportionate share.)

Please join us to learn how to accurately count and report your students attending a private, non-profit elementary or secondary school (including homeschools) within your school district boundaries and how the counts are used to calculate your district’s proportionate share obligation. If you are unable to join a recording of this webinar with captions will be made available on our website when finalized.

New AzEDS SPED Integrity Rule -40079 for FY23

A new Integrity Rule -40079 will be introduced into the integrity process on FY23 SPED data shortly. This update is a continuation of our effort to ensure clean data for the state. A new one-sheet Integrity Tool is available on our AzEDS SPED Reporting webpage for troubleshooting tips, and the rule has been added to our SPED Integrity Rules Reference document and the FY23 ESS Data Reporting Updates document.

Integrity Rule -40079

This rule will validate the reported Resident School ID is a site of the District of Residence (DOR).

Except in cases if the student is attending a Union or High School District and the DOR is an Elementary District without a High School, then the Resident School ID should be a site within the District of Attendance.

Expected Resident School IDs have been outlined in rule -40077 introduced in FY22 if the student is attending:

  • Private Day School - the public school site where the student would be enrolled and attending if not placed in the private day school.
  • Voucher - the public school site where the student would be enrolled and attending if not placed in the residential treatment center or a state institution.
  • Public Education Agency Placement (PEA) - the public school site where the student would be enrolled and attending if not placed in another PEA.
  • Head Start Programs - the public school site where the student would be enrolled and attending if not placed in the Head Start program.
  • Public School - defaults to the public school site where the student is currently enrolled & attending.

SEDD Certification begins tomorrow July 20th

Certification of final FY22 Special Education Data begins tomorrow July 20th, and is due by August 3rd. 

Requirements for certification in the Special Education Data Dashboard (SEDD) application include:

  • Review of SPED Exit students who qualify for SPED exit as outlined in the SPED Exit Flow Chart.
    • Review of SPED Exiters was due 7/15, aligning with the close of FY22 AzEDS.
    • Any sites not reviewed will still require certification; a comment box is available on the certification page for any additional information.
  • Preschool Transition: required for PEAs that provide special education and related services to preschoolers. Data entry involves information on students who transferred from Part C (Arizona Early Intervention Program) to Part B (PEA preschool program).
  • Students without Disabilities: data entry is required for PEAs to identify whether or not educational services were provided to students without disabilities reported as long-term suspended or expelled in AzEDS.

Instructions for completion of the FY22 SEDD application are available on our ESS Data Management website.

ADEConnect Roles required for completion:

  • ESS SEDD: LEA User
    • Allow for data entry into the application
  • ESS SEDD: LEA Signer
    • Allow for data entry into the application and final certification

New Integrity Rule -40086 – New SPED14 Exit Code for Preschool

A new Special Education integrity rule -40086, will be introduced into the integrity process on FY23 SPED data. This update is a continuation of our effort to ensure clean data for the state. A new one-sheet Integrity Tool is now available on our AzEDS SPED Reporting webpage for troubleshooting tips for Integrity Rule -40086.

This rule will validate when a SPED14 (No longer eligible for PS Special Education) exit code is reported, the enrollment exit is on the same date.

Note the SPED14 exit code will also need to align to the SPED Exit Validation Matrix to pass exit rule -40055.

Special Education Data Dashboard Update:

Preschool Transition and Students without Disabilities Data Entry Now Open

Two new data entry components are added to the Special Education Data Dashboard (SEDD) as of today:

  • Preschool Transition: required for PEAs that provide special education and related services to preschoolers. Data entry involves information on students who transferred from Part C (Arizona Early Intervention Program) to Part B (PEA preschool program).
  • Students without Disabilities: data entry is required for PEAs to identify whether or not educational services were provided to students without disabilities reported as long-term suspended or expelled in AzEDS.

These data collection requirements are due by August 3, 2022, by 5:00 pm. If your PEA does not serve preschoolers and/or does not have any students without disabilities reported as long-term suspended or expelled, these components will not be accessible and are not applicable.

To access the SEDD application, please log into ADEConnect, navigate to the Exceptional Student Services Portal and select the Special Education Data Dashboard button under Data Collection & Reporting.

From the home page of the SEDD application, you can select this component through the “Data” menu option or click “Go” in one or more of the accessible boxes.

As a reminder, exit data will be extracted from AzEDS daily and displayed after processing federal business rules. This data is REVIEW only. Any changes to this data will need to be made through your Student Information System and uploaded/synced to AzEDS. You will have until July 15, 2022, by 5:00 pm to finalize your Exit data.

You can refer to the technical assistance documents under the “Help” menu option, which will take you to the SEDD website that contains the appropriate tools and resources.
