Federal Programmatic Monitoring

Federal regulations and administrative procedures require that the State educational agency (SEA) monitor the implementation of program requirements and the expenditure of federal funds. Monitoring Federal programs is conducted to ensure that all children have a fair, equal, and significant opportunity to obtain a high-quality education. Monitoring emphasizes accountability for using resources wisely. Monitoring serves as a vehicle to help Local education agencies (LEAs) achieve high-quality implementation of educational programs.  

The Academic Achievement (Title I unit) will be conducting two types of monitoring. 

1. Desktop monitoring: All local education agencies (LEAs) who are eligible to receive Elementary and Secondary Education Act (ESEA) grant funds will complete data collection and evaluation tasks in Educational Monitoring, Assistance & Compliance (EMAC) according to their assigned cycles.  
2. On-site monitoring: Local education agencies (LEAs) selected for on-site monitoring must complete the desktop monitoring data collection and evaluation tasks in (EMAC) prior to the scheduled on-site monitoring visit from the ESEA Consolidated programs unit within Academic Achievement.
