Welcome to Title V-B Subpart 2 - Rural Education Achievement Programs
The Rural Education Achievement Program (REAP) is designed to help rural school districts that may lack the personnel and resources to compete effectively for Federal competitive grants and that often receive grant allocations in amounts that are too small to be effective in meeting their intended purposes. The Rural Education Achievement Program (REAP) is authorized by Part B of Title V of the Elementary and Secondary Education Act of 1965, as amended by the Every Student Succeeds Act (ESSA, P.L. 114-95) in 2015. To compensate for the challenges facing rural schools, REAP awards two types of formula grants:
RLIS – Rural & Low-Income School Entitlement Grant
SRSA – Small Rural School Achievement Grant – Application Required
Small Rural School Achievement Program Eligibility An LEA is eligible for the SRSA program if all schools served by the LEA have a locale code of 41, 42, or 438 and either its average daily attendance (ADA) is less than 600 or the county or counties in which the LEA is located has a population density of fewer than 10 people per square mile. RLIS funds are included in the ESSA Consolidated application for eligible LEAs.

SRSA funds do not pass through the Arizona Department of Education (ADE). Log into G5 to check your available funds or you may confirm your fund balance by calling the G5 Hotline toll-free at (888) 336-8930. SRSA is managed by Eric Schulz of the REAP Team in Washington, DC at (202) 260-7349.
During the legislative session of 2022 the legislature repealed A.R.S. 15-952 as part of the K-12 Budget Reconciliation Bill that was signed by Governor Doug Ducey. Due to this repeal an LEA will no longer be required to submit an Affirmation of Teacher Evaluations by February 1st to the Educator and School Excellence Unit. The repeal of 15-592 though does not remove the evaluation requirements of the LEA for certificated teachers as required under A.R.S. 15-537.
