Title III: Federal Fiscal Guidance for English Learner (EL) Programs

Title III funds are Federal grant funds administered by the Arizona Department of Education to eligible entities in the state to help ensure that English learners (EL), including immigrant children and youth, attain English proficiency and develop high levels of academic achievement in English. Funds are to be used to provide supplemental programming and services to help ensure English learners attain English proficiency; to improve the education of English learners through effective professional development activities which improve the knowledge and skills of staff responsible for providing instruction; to promote parental, family, and community participation in language instruction educational programs for eligible English learners.

Title III funds also support Local Education Agencies (LEAs) who have experienced a significant increase in the number of immigrant children and youth enrolled within their schools. Qualifying LEAs are notified by Office of English Language Acquisition Services (OELAS) and apply for these “targeted” subgrants using the Emergency Immigrant Education Program application.

Under Title III Sec. 3116(a), each eligible entity desiring a Title III subgrant from the State educational agency under section 3114 shall submit a plan containing such information as the State educational agency may require.
