Transportation FAQ

This FAQ provides information for Transportation Directors to support the submission of transportation data to ADE for the purposes of calculating TSL.

 What is a route? 

As defined in A.R.S. § 15-901, a route includes the total number of miles necessary to transport an eligible student on a school bus from their residence to their school of attendance and back to their residence. The morning run and the afternoon run equals one route.

 When is district transportation data due? 

  • Transportation Route Report—A.R.S. § 15-922 requires school districts to submit transportation route reports within 12 days of the 100th day of instruction. The data must be submitted via ADE Connect. The submission window opens in mid-January.
  • Vehicle Inventory Report—Each school district shall, on or before July 15 immediately following the fiscal year submit their vehicle inventory. The submission window opens on May 1.

 Where do I find prior year transportation reports? 

Prior-year transportation reports, up to FY21, are located on the Student Counts page of the School Finance website: /finance/reports.

If the reports were never generated, request an A.R.S. § 15-915 to reopen the application and then create the report.

 What if I need to correct prior year route or vehicle inventory data?

To correct prior year data, your Transportation Director and Business Manager will need to submit an A.R.S. §15-915 request letter. Please see page 5 of the posted guidance: Guidelines for Requesting Prior Year Corrections to State Aid or Budget Capacity (A.R.S. § 15-915).

 Our district has not reached our 100th day yet and the global submission window for Route reports is closed, what do we do? 

If the global submission window closes before your LEA’s 100th day, contact the School Finance Account Analyst Team and request an extension of time.

 Can I use my “white fleet” to transport students on a daily route? 

According to A.R.S. § 15-901, school districts are required to report their annual bus mileage to the ADE. A.R.S. § 15-922(C) states that the passenger capacity defining a standard bus in A.R.S. § 28-101 does not apply for funding purposes. It is essential to acknowledge that additional state and federal regulations, as well as insurance requirements, may limit the use of vehicles used to transport students on a daily route. Each school district is responsible for ensuring compliance with these regulations. 

 Should I include my "white fleet" in the vehicle inventory? 

For the purposes of School Finance reporting, the passenger capacity of a standard bus  (A.R.S. § 28-101) does not apply to the Transportation Support Level (TSL) for funding purposes. If you use a vehicle that is not a "bus" as defined in A.R.S. § 28-101, include the vehicle in your inventory or contracted miles reports in the ADE Connect Transportation and Vehicle Inventory application so that a variance does not reflect in the Comparative Miles Report (TRANS40-2). 

 How do I calculate average eligible riders?

The posted guidance School Finance Manual [J] Transportation,  explains that each district can calculate the average number of riders for the first 100 days of instruction using at least 25 days of their bus drivers’ daily student counts. Districts must include at least 25 days to determine the average. The days do not need to be consecutive, but the days used in the average calculation must be identified.

Which district reports route mileage for a leased bus?

If a school bus is leased between two districts, only one district may report the route miles on the Route report. The districts should have an established agreement, known as an Intergovernmental Agreement (IGA), to determine which district will be responsible for reporting miles driven and eligible riders.

School Finance has posted the BUDG-25 reports for all school districts to the School Finance website. The FY 2024 April BUDG-25 reports have been calculated using the FY 2024 April BSA-55 information.

The FY2023 Over-Expenditures have been included in the Unrestricted Capital (UNR) and Maintenance and Operations (M&O) funds. FY24 FRPL Add-On ADM has also been included in the base support level calculation (BSL).

The following forms are available:

  • District BUDG-25 reports are available to download from this School Finance website. For further instructions on how to navigate the website, please view this Hot Topic.
  • District FY23 BUDG-75 reports are available to download from the School Finance website:
    • Select the “Start Fiscal Year” as 2023
    • Optionally, select the “Execution Date” as 11/21/2023
    • Click “Apply.”
    • If a 915 was submitted, please download the latest BUDG75 report without using the execution date drop-down.
  • District BSA-55 reports are available to download from the School Finance website:
    • First, select a school district and then click “View Reports.”
    • Next, scroll down the page to the “School District Reports” section.
    • Finally, click the April “PDF” button. The April BSA-55 report will appear.

FY 2023 Over Expenditure Analysis Letters (BUDG-75 Letter)

In accordance with A.R.S. §15-905(L), the FY 2023 BUDG-75 Expenditure Analysis Letters are now published. Letters are based on the most recent FY 2023 BUDG-75 Over Expenditure reports, which have been calculated using FY 2023 BSA55 SRC information.  These letters serve as official notification of any over expenditure for FY 2023, and how Budget Balance/Over Expenditure values should be recorded on the next FY 2024 budget revision.

District BUDG-75 Letters are available to download from the School Finance website:

  • First, select the start fiscal year of 2023.
  • Next, select the optional execution date of 02/21/2024 and/or hit “Apply.”
  • Next, use the filter icon above “Ed Org ID” or “Ed Org Name” to filter for your district.
  • Finally, click on the highlighted “Budget-75 Expenditure Analysis Letter” file under the “Report File Name” column.

District BSA 55 reports are available to download from the School Finance website:

  • First, select 2023 as the fiscal year.
  • Next, select your school district and then click “View Reports.”
  • Next, scroll down the page to the “School District Reports” section.
  • Finally, click the FY23 SRC “PDF” button under the BSA-55 Report section. The FY 2023 BSA55 SRC report will appear. If a 915 was completed, please select that report instead.

The expenditure analysis letters are addressed to the district's governing board in care of the district superintendent. Therefore, it is the responsibility of the district to inform the district's governing board members accordingly.

Fiscal Year 2024 County Equalization Adjustments

Fiscal Year 2024 County Equalization Adjustments

In pursuant to Arizona Revised Statute 15-992-F and starting with the Fiscal Year 2024 February district state-aid payment, School Finance has included adjustments on the BSA-64 report for the county equalization assistance.

This adjustment was calculated by taking each district’s Fiscal Year 2024 January state-aid equalization amount and dividing that by the county total Fiscal Year 2024 January district state-aid equalization amount to get each district’s percentage of the county equalization total. That percentage was then multiplied by the reported county total equalization amount provided by each county. This proportion of the reported county equalization amount is what each district will have their Fiscal Year 2024 state-aid equalization amount adjusted by.

Data Capture Reminder - 02/15/24

Data capture for the March 21st payment is 02/15/24 at 5 pm. 

Reminder: Payment 9 will be based on data captured that is passing integrity and generating ADM in AzEDS. Actual data in AzEDS will be used to calculate ADM for Payment 9.

Please ensure data is reconciled and free of integrity errors prior to the data capture date. Review the following reports in AzEDS: 

  • INTEG15 – ensure data is free and clear of membership ADM Integrity errors 
  • STUD10 – validate all students are listed in AzEDS 
  • ADM15 – ensure all students expected to generate funding are indicated as fundable 
  • ADM20, SPED20, and EL20 – ensure ADM amounts for each ADM type  

Important Note: FY24 Calendars need to be submitted, approved, and certified for ADM and funding to be generated.

SDER Application Open

The School District Employee Report (SDER) On-Line Application is now open to accept employee data revisions. You can access this application through ADE Connect.

If there are any revisions that need to be made to your SDER data, you can log in to ADEConnect SDER Application. The deadline to submit final revisions is March 1, 2024, by the end of the day.

It is important to note that if a district's data is not submitted and error-free, it will not be included in the TEI calculation. Final TEI reports will be available on or before March 15, 2024.

Note: Charter schools should not submit staff data or SDER data.
