October 1 Data Collection

The Arizona Department of Education (ADE) is required to report Special Education data to the federal government annually. The October 1 Data Collection is part of that process and occurs in three phases.

Phase I: Personnel & Verification Count

Phase I data collection begins by having each PEA count the number of students who are provided SPED services on October 1. PEAs are also required to collect the number of full-time equivalent personnel (employed and contracted) to provide special education and related services on or about October 1 of the reporting year. Phase II: Reconciliation

Phase II is the process in which PEAs ensure that all the students who were receiving SPED services on October 1st are reported in AzEDS without errors.

Phase III: Non-Reconciliation

Phase III is only for the PEAs that could not match the number of SPED students submitted in Phase I with the number of SPED students in AzEDS during Phase II. If a PEA is required to complete phase III, they will be notified by ESS Data Management.

Special Education Data Dashboard

Special Education Data Dashboard

The Special Education Data Dashboard (SEDD) is designed to be a one-stop shop for public education agencies (PEAs) to securely view their unique education data and public statewide data with redaction. PEAs will also use the SEDD application to certify end-of-year data, which includes students who have exited special education during the reporting year and/or were subject to any disciplinary action.

Data Review and Certification Due Dates

Phase I: Data Review

PEAs are expected to utilize the SEDD application during the data review phase to confirm that the data submitted to and extracted from AzEDS accurately reflects and represents their enrolled students for each criterion:

  • SPED Exit
  • SPED Discipline Data
  • Students Without Disabilities (SWOD)

Phase II: Data Certification

During the Data Certification phase, authorized personnel are required to certify their finalized data, which was received and reviewed during the previous phase. PEAs who do not complete this certification requirement by the deadline may have their IDEA grant funds placed on hold until electronic certification has been completed.

IDEA Part B Data Public Reporting

IDEA Part B Data Public Reporting

The Individuals with Disabilities Education Act (IDEA) has specific public reporting requirements. These requirements mandate that states publicly report on various aspects of special education programs, which helps to ensure transparency and accountability in the provision of special education services.

Data by SPP/APR Indicator

IDEA requires states to annually submit and report data on the status of meeting indicator targets.

Data by 618 Data Collection

IDEA Section 618 Data Collection consists of federally required data submitted annually by states to the U.S. Department of Education on the provision of special education and related services to children and youth with disabilities. These collections provide information on students, personnel, educational settings, assessments, discipline, outcomes, fiscal requirements, and dispute resolution activities. The data supports federal and state accountability, informs policy and program decisions, promotes transparency, and helps improve services and outcomes for children with disabilities.

The federally required Child Count and Educational Environments data collection is an annual snapshot of children ages 3–21 receiving special education and related services under IDEA. It captures the number of eligible children by age, disability category, and demographic characteristics, as well as the educational settings in which they receive services (e.g., general education classrooms, separate settings, or other placements). This data is used to ensure compliance with federal reporting requirements, monitor least restrictive environment (LRE) practices, inform funding and policy decisions, and support program evaluation and improvement.

The federally required Discipline data collection reports disciplinary actions involving children with disabilities receiving services under IDEA. It includes information on suspensions, expulsions, removals to alternative educational settings, and discipline incidents involving specific offenses. This data is used to monitor compliance with IDEA disciplinary protections, identify patterns of disproportionality, evaluate equity in disciplinary practices, and support efforts to improve student outcomes and school climate.

School Year 2023-2024

School Year 2024-2025

The federally required Exiting data collection reports students ages 14–21 who exited special education during the reporting period. It includes reasons for exit such as graduating with a regular high school diploma, receiving an alternative credential, reaching maximum age eligibility, transferring to regular education, moving out of state, or dropping out. This data is used to monitor educational outcomes, evaluate transition planning efforts, and inform program improvement and accountability activities.

FY2021 - 2025

The federally required Assessment data collection reports the participation and performance of students with disabilities on state academic assessments and alternate assessments. It includes information on assessment participation, accommodations, achievement levels, and results by grade and subject area. This data is used to evaluate educational outcomes, support accountability systems, identify achievement gaps, and guide instructional and program improvement efforts for students with disabilities.

Accountability Webpage

The federally required Dispute Resolution data collection reports formal and informal processes used to resolve disagreements related to the identification, evaluation, educational placement, or provision of services for children with disabilities under IDEA. It includes information on written complaints, mediation requests, due process complaints, due process hearings, and resolution sessions. This data is used to monitor procedural safeguards, evaluate the effectiveness of dispute resolution processes, identify emerging issues, and support compliance and continuous improvement efforts.

FY2021 - 2025

The federally required Maintenance of Effort (MOE), MOE Reduction, and Coordinated Early Intervening Services (CEIS) data collection reports how local educational agencies meet IDEA fiscal requirements and use allowable federal funds. The collection includes information related to maintaining local and state financial support for special education, exercising MOE reduction flexibility, and implementing CEIS for students who require additional academic or behavioral support. This data is used to monitor fiscal compliance, ensure appropriate use of IDEA funds, and support early intervention efforts that may reduce the need for future special education services.

FY2020 - 2024

The federally required Personnel data collection provides an annual count of personnel employed to provide special education and related services to children with disabilities under IDEA. The collection includes information on teachers, related service providers, paraprofessionals, and other staff, as well as personnel qualifications and certification status. This data is used to assess workforce capacity, identify personnel shortages, support professional development planning, and ensure states have appropriately qualified staff to meet the needs of students with disabilities.

FY2021 - 2025

State Determination

State Determinations are annual federal ratings assigned by the U.S. Department of Education to evaluate how effectively states implement the Individuals with Disabilities Education Act (IDEA). Determinations are based on a state's performance in meeting federal requirements, improving outcomes for children with disabilities, and submitting accurate and timely data. States receive one of four ratings: Meets Requirements, Needs Assistance, Needs Intervention, or Needs Substantial Intervention. These determinations promote transparency, accountability, and continuous improvement in special education services and supports.

Parentally Placed Private School Student Survey

The federally required Parentally-Placed Private School data collection reports children with disabilities enrolled by their parents in private elementary and secondary schools who are designated to receive equitable services under IDEA. This data is used to ensure compliance with federal requirements regarding consultation, service provision, and equitable participation for eligible private school students with disabilities.

Statement of Assurances

Under the Individuals with Disabilities Act (IDEA), the representative body for Special Education for Arizona, Exceptional Student Services, is required to obtain assurances from Public Education Agencies (PEAs) to attest that they are meeting the requirements under state and federal statutes for special education in the state of Arizona. It is a requirement for all entities defined as PEAs, regardless of whether they receive federal funds. All PEAs must submit the IDEA Statement of Assurances (SOA) through the Exceptional Student Services Portal of ADEConnect. The SOA must be submitted by your organization's Superintendent, Charter Holder, or Special Education Director before IDEA funding applications are approved in the Grants Management Enterprise system.

Parentally Placed Private School Students (PPPSS) Survey

The Parentally Placed Private School (PPPSS) Survey is an annual survey intended to collect the number of parentally placed private school students who were evaluated by the public school district during the school year (July 1 – June 30).

The PPPSS Survey is a mandatory survey for all districts serving K-12 students with a designated boundary. Residential treatment centers, home schools, and parochial private schools all fall within the district’s geographical boundaries. For the districts where boundaries overlap, report only for the grades served. Accommodation and Transporting districts, as well as secure care entities are exempt from submitting the survey. This survey is for reporting PPPSS student count as a snapshot of the entire school year, whereas the October 1 PPPSS student count looks at a snapshot of the child count as of October 1.

Beginner's Guide to Data Management

The Exceptional Student Services (ESS) Data Management team is responsible for collecting, reviewing, validating, verifying, and analyzing special education data in Arizona as required under Section 618 of the Individuals with Disabilities Education Act (IDEA).

Are you new to special education reporting? Or are you seasoned in special education reporting and would like a review? Application and Portal Overviews

Reviewing, monitoring, and certifying your SPED data throughout the year is imperative to complying with both state and federal reporting requirements. Continue reading below for a brief synopsis of the various applications and tools utilized by ESS Data Management.


AzEDS

The AzEDS portal allows users to review SPED, enrollment, and integrity rule feedback for data submitted through their PEA's Student Information System (SIS). Each AzEDS portal report serves a unique purpose, such as helping users identify missing data or integrity errors. You can access the AzEDS portal from the applications list on your ADEConnect homepage.

Effective FY24, discipline data is reported in AzEDS. This helps improve the collection, use, and reporting of safety and discipline incident data for IDEA data reporting. Discipline data is extracted to pre-populate data within the SEDD application for PEAs to validate before submission. Access to the AzEDS Portal

The following roles (assigned in ADEConnect) are recommended for SPED Directors and Data Managers to access reports in the AzEDS Portal for data review and validation:

AzEDS Reports

With all of the ADE reports available, you may ask yourself, "What report should I use?" You can refer to the table below for a description of these helpful SPED-related reports.

SPED10 SPED Data Verification Report
Verify raw data uploaded to AzEDS.
Updated: Pre-integrity, up to 1 hour after your Student Information System (SIS) syncs with AzEDS.
SPED11 Preschool Outcomes Report
Verify raw data for preschool outcomes uploaded to AzEDS. 
Updated: Pre-integrity, up to 1 hour after your SIS syncs with AzEDS.
SPED12 SPED Preschool Outcomes History Report: Provides a history of Preschool Outcomes up to the last enrollment reported by the entity viewing the report.
Updated: Post-integrity, nightly. 
SPED50 SPED Concurrency Report
Shows only concurrently reported SPED Primary Least Restrictive Environment (LRE) Entry and Exit Dates reported by another PEA to aid collaboration in correcting the concurrency. 
Updated: Post-integrity, nightly
SPED72 SPED Participation Report
Filtered by District of Residence (DOR) and includes students that reside within the PEA, regardless of where they attend, or filtered by District of Attendance (DOA); this includes students that attend a school within the PEA (that are not on the DOR version). Student SPED need(s) and LRE are displayed.
Updated: Post-integrity, nightly
SPED73 October 1 FED/SPED Report
Verify SPED students served on the October 1 child count. Students are categorized into three sections: Included in the October 1 count, excluded due to failing FED/SPED and/or Membership Integrity, and unknown error pool. Can be filtered by DOA or DOR.

SPED74 SPED Exit Report
View student exit data to determine valid exits for the Special Education Data Dashboard (SEDD). Data within the report is by DOR only and displays students ages 13-22 based on Calculated Age for Exit. This report will outline each condition to be a valid exit for SEDD and provide feedback for any condition not met. Only students passing FED, SPED, ADM, and Accountability integrity will populate.

SPED99 Orphan Data Report
View SPED records reported to AzEDS that are not associated with an enrollment. This commonly occurs when enrollments are deleted while SPED data remains, typically resulting in concurrency errors.

INTEG15 Student Data Integrity Report
View students failing integrity, details, error, and message. To view SPED students, select Integrity Categories: SPED & FED/SPED.
Updated: Daily (6 pm - 9 pm).
DISC10 Discipline Data Verification Report
Provides a compilation of student discipline data that has been submitted to ADE. Associated Violations (Behaviors) and Actions are displayed under the IncidentID and StudentID for that Incident.
Updated: Pre-integrity, up to one hour after your SIS syncs with AzEDS. 
DISC72 Discipline Validation Report
Shows reported discipline incident information, whether they have passed discipline integrity, and if the incident is receiving any warnings.
Updated: Post-integrity, nightly
INTEG55 Discipline Incident Integrity Report
Lists the integrity results on discipline incidents.
Updated: Post-integrity, nightly
SPED07

Post-integrity report of SPED students served over October 1. Available after verification count due date and used for reconciliation in Phase II of the October 1 Data Collection.
Updated: Daily after integrity processing.

Note: This report is found in the October 1 Data Collection application, not the AzEDS Portal. Role access to the October 1 Data Collection application is required.

This section provides information on the Statement of Assurances, and surveys for Parent Involvement, Teacher Attrition, Post School Outcomes, and more.

Parent Involvement

All public education agencies are required to annually administer the nine-question State Performance Plan—Indicator 8: Parent Involvement Survey to all parents of students with an individualized education plan (IEP).

Teacher Attrition

ESS conducts an annual survey of all public education agencies in Arizona to help track, quantify, and understand special education personnel shortages.

Post-School Outcomes

Each public education agency that serves transition-age students with disabilities is required to participate in the Post-School Outcomes Survey every year. Students who exited high school are contacted and administered a 14-question survey designed to capture student engagement in post-secondary education/training or employment. Data obtained from the PSO survey facilitates results-driven analysis and improvement to secondary transition programs at the state and local levels.

The Parentally Placed Private School Survey is intended to collect the number of parentally placed private school students who were evaluated by the public school district during the school year (July 1 – June 30).

Allows users to access to complete surveys for their PEA.

This role does not grant access to the Statement of Assurances.
This role does not grant access to the Post-School Outcomes survey.

This role is required for users to access the PSO survey and application, as well as administer their PSO student list.

Data Collection & Reporting

Applications that facilitate data collection efforts that determine Federal IDEA Indicators.

October 1 Data Collection (ODC)

The purpose of the October 1 Data Collection (ODC) application is to gather a child count of special education students who were served on October 1 and report full-time equivalency (FTE) counts for personnel who serve students with disabilities. This is a multi-step process.

The ODC application is found within the Exceptional Student Services Portal within ADEConnect.


Phase I: Verification Count

October 1 is a “snapshot” count date. Count the number of SPED students served on October 1 and report the number of FTE personnel employed and contracted to provide special education and related services on or about October 1. Enter this data via the ESS ODC application available through the ESS portal within ADEConnect. This submission requires an electronic signature.


Phase II: Reconciliation

The reconciliation process compares the number on the verification count submission with the data submitted to AzEDS. PEAs are responsible for ensuring reconciliation by comparing the special education data successfully processed (and reflected in the updated SPED07 report available within the ESS ODC application) with their verified count. Enter or correct special education data for students in AzEDS before the reconciliation due date.


Phase III: Non-Reconciliation (If Applicable)

After the reconciliation deadline has passed, PEAs will be notified if their counts did not reconcile. If your verification count submission does not match the special education data in AzEDS that is reflected on the final SPED07 report, an explanation will need to be provided for the discrepancy. The explanation must be submitted prior to the non-reconciliation deadline through the ESS ODC application available through the ESS portal within ADEConnect.


Access to the ODC Application

Only ONE role needs to be assigned in ADEConnect for this application:

ESS October 1 Data Collection: PEA User Data entry only; cannot sign off on submitted data. Anyone can request that the SPED Director approves.
ESS October 1 Data Collection: PEA Signer

Contains all permissions of the LEA User role, AND authority to sign off on submitted data.

Reserved for SPED Directors, Superintendents, CEOs, Business Managers, Charter Holders, or equivalent titles ONLY.

Special Education Data Dashboard (SEDD)

The Special Education Data Dashboard (SEDD) comprises several components that require a review of data collected over the entire fiscal year. Instructions for reporting are available on the homepage of the SEDD application and are available through the ESS Portal within ADEConnect. The online application will open in the Spring, and the final data, which includes the submission of an electronic signature, is due at the beginning of the next school year.


Student Exit Data

Based on data extracted from AzEDS, ADE will report an unduplicated count of students with disabilities ages 14-21, by age, disability, race/ethnicity, gender, and EL status who are identified as qualified SPED exiters as outlined in the SPED Exit Flow Chart.


Discipline Data

Based on data extracted from AzEDS, ADE will report the total number of discipline incidents for students with disabilities who were subject to disciplinary action resulting in the removal from the educational environment.


Students Without Disabilities

Based on data extracted from AzEDS, ADE will report the number of expulsions of students in grades K-12 not receiving special education services and indicate whether educational services were provided.


Access to the SEDD Application

Only ONE role needs to be assigned in ADEConnect for this application:

Institutional Vouchers - State Institutions

Under A.R.S. § 15-1201, "Institution" means the Arizona State Schools for the Deaf and the Blind, the Arizona training program facilities as provided in section 36-551, and the Arizona State Hospital. Students residing in or receiving services from these institutions, or students attending special education day programs provided by ASDB, may be eligible for special education Institutional Voucher funding.

Private & Public Special Education Programs

Private & Public Special Education Programs

Private Special Education Schools

The Arizona Department of Education grants approvals for private school special education programs that seek to provide specially designed instruction to students placed by a public education agency and meet the criteria as outlined in A.A.C. R7-2-402. Approval by the Arizona Department of Education does not make the Department a guarantor or insurer for services or programs provided to individual students. The Private Special Education Schools website contains more information for prospective and renewal applicants, including a current list of approved providers and calendars.

Emotional Disabilities-Public (ED-P) Programs

Public education students qualify for ED-P funding if the child is placed in a special program that provides intensive services within a school district, as outlined under A.R.S. § 15-765(D)(2): The chief administrative official of the school district or county or other person as designated by the school district or county as responsible for special education shall verify that the pupil placed in such a program is diagnosed with an emotional disability as defined in section 15-761 and that appropriate services cannot be provided in traditional resource and self-contained special education classes. Residential Vouchers - Residential Treatment Center Placement 

Students may be placed by state placing agencies and Individualized Education Programs (IEP) teams for care, safety, and treatment purposes, or educational needs into residential treatment centers (RTC). State placing agencies per A.R.S. § 15-1181(12) are the Department of Juvenile Corrections (ADJC), the Department of Economic Security (DES), the Department of Child Safety (DCS), the Arizona Health Care Cost Containment System (AHCCCS), and the Administrative Office of the Courts (AOC). The Approved RTC List, RTC Calendars, and additional information are located at the Residential Vouchers - Residential Treatment Center Placement website. You may also email ESS Vouchers.

Institutional Vouchers - State Institutions

Head Start Programs

Head Start is a federally funded program that serves children and their families who are at or below the Federal Poverty Guidelines. Head Start provides early education for 3-5 year-olds, parent involvement and family support, and comprehensive health and nutrition education for children. Secondary Transition Programs

A.R.S. § 15-765(D) allows PEAs to contract with outside organizations if specific criteria are met. ADE supports secondary transition programs that focus on building the skills of students with disabilities to increase their engagement in productive post-secondary activities. PEAs are required to report students attending programs at these sites. The Secondary Transition Program List contains the recognized organizations and their entity IDs. If PEAs do not see the organization listed, please contact ESS Data Management ([email protected]), and they can generate the entity for accurate reporting.
