Emergency Shelters

The Child and Adult Care Food Program (CACFP) is a federally funded meal program through the United States Department of Agriculture (USDA) that provides reimbursements for nutritious meals and snacks served to children 18 and younger and persons with disabilities who are emergency shelter residents.

Emergency shelters that participate in CACFP provide residential and food services to children experiencing homelessness. To be eligible, the shelter must be a nonprofit institution or a temporary residential site, housed by a nonprofit agency.

Renew your Participation in the Child and Adult Care Food Program

Shelters operating the CACFP in Arizona must submit a renewal application annually to continue program participation each program year. Forms and resources available to assist are available on our Renewal Resources webpage.

Reviews Conducted by the State Agency

ADE must conduct compliance reviews of all sponsoring organizations operating the CACFP at least once during each three-year review cycle. The objectives of the compliance reviews are to:

  • Determine whether program requirements are met
  • Provide technical assistance
  • Secure any needed corrective action
  • Assess fiscal action and, when applicable, recover improperly paid funds.

Celebrating Our School Lunch Heroes!

Governor Doug Ducey and the Superintendent of Public Instruction are honoring school nutrition specialists and school lunch workers across the state for their hard work to keep Arizona’s children fed all year-round, especially during school closures. To honor the important work of these frontline employees, Governor Ducey proclaimed today “School Lunch Hero Day” across Arizona.

On this special day, the Arizona Department of Education (ADE) invites you all to join us in celebrating our state’s many School Lunch Heroes. Their daily heroic efforts have recently been on display more than ever before! Throughout Arizona, many directors, food service workers, teachers, administrators, school staff, and volunteers have worked tirelessly since the start of the school closures to ensure all students continue to receive nutritious school meals. As the COVID-19 response intensified, these heroes did not back down! They worked harder, striving to not only serve the students enrolled in their own schools, but ensuring that all students in their communities (regardless of their home school) received free meals. It would take weeks (maybe even months) to compile each story from every school operating meal service during these times. We are honored to be able to highlight at least a few of these stories that have been shared with us here at ADE that truly represent the efforts of all our school lunch heroes. On this day, we celebrate not only the work school food service workers and nutrition staff are doing now, but we also celebrate the phenomenal work they have been doing for years (even decades for some!) before the COVID-19 school closures. Thank you, school nutrition staff, for your service and dedication to serve Arizona’s children.

People were in line waiting for us to open at 7:30 am and knocking on our back-kitchen door after we closed, for a meal…it’s really tough for people. "From March 16 through March 19, we have distributed 835 breakfasts and 941 lunches through our meal program pick up at Whipple Elementary School. “Heber-Overgaard Unified District is implementing a drive-up service for meals available from 10 a.m. -12 p.m. during the week. We also have our bus drivers carry a few meals with them on their buses as they go around to their various routes that are available, along with grade level packets with schoolwork/resources for students.” -Ron Tenney, Superintendent, Heber-Overgaard Unified District

“HUSD Child Nutrition has proudly been serving approximately 15,000 meals each week since the COVID 19 crisis has begun! We are so amazed with how our community has pulled together to take care of each other. Bullhead City District is very proud of their new bus banners. They are putting this 2.5' x 5' banner on both sides of every bus on their route to communicate free meals to all the folks in the area that don't have internet or newspaper subscriptions. They are serving 100-200 kids per day on EACH of their 12 bus routes. -Bullhead City School District

Free Meals For all children up to 18 years of age

“Creighton Schools has 18 meal sites consisting of 9 schools and 9 bus stop locations. Meals are served every Wednesday, for 7 days’ worth of breakfast and lunch. Volunteers and employees have come in every Tuesday to prepare the meals, and then Wednesday morning to pack them for distribution. The students and families are very appreciative, kind to one another and very patient waiting in line for meals. I am thankful and find it rewarding to see the comradery between kitchen staff, volunteer teachers, partnering school districts, physical plant maintenance departments, and transportation teams during this time. Everyone has stepped up!” -Erin Bronner, Director of Food and Nutrition Services, Creighton Elementary District

“We want to shout out our INCREDIBLE nutrition staff who have been rotating into the kitchens to pack breakfast and lunch meals to provide to our students and community. We couldn’t do this without all of you! We continue to take all precautions and follow CDC guidelines. We appreciate everyone’s thanks and support for our department. Osborn School District: Free Breakfast and Lunch for all kids under 18

“Salt River is serving from one meal site, Salt River High School. Meals are served every Monday through Friday. During our busiest weeks, we handed out 1200 meals per day. We were ready for any emergency, as we are often looked at for support in hard times. 3 of my staff have been working every day since day one and happy and ready to work and serve the children. Tribes have donated tents and cooling equipment, and teachers are volunteering and helping the kitchen staff. One community member drove through the line 3 times in one day to pick up meals for groups of students whose families did not have access to transportation.” -Shannon Reina, Food Service Manager, Salt River Pima-Maricopa Community Schools

“We are so proud of our Food Services workers: today, they served 8,283 breakfasts and lunches for today and 8,283 breakfast and lunches for tomorrow. In the past five weeks we have served 155,335 breakfasts and 155,335 lunches! Food Services Director Diane Gruman states: I am so very proud of the incredible impact that we have provided for our families and the community during this difficult time.” -Cartwright School District

“March 16th was a day that will I will never forget, not because of an awful pandemic, but because of the can-do spirit that rose up from our team, without hesitation! These ladies and gentlemen immediately asked what was needed and jumped right in to make the seemingly impossible, possible. Overnight, our operation was turned on its head and meals were served to our students the next day. Our industry partners were amazing as well, cancelling orders, rerouting orders, changing numbers and simply helping in any way they could. Our tribe was mighty and the task at hand accomplished through their commitment and dedication to our mission. Our numbers have grown, and it’s still been difficult to navigate, but with everyone’s support from the state agency, distributors, brokers, manufacturers, SNA/SNAAZ and especially our phenomenal team here at SUSD Nutrition Services, bellies are full and families have one less worry on their plate. Our first day of service, 490 in-district meals were served with a first week total of 5,300 meals. This week, we averaged 4,600 meals a day with 23,000 meals served in the week. To date, we are just shy of 100,000 meals served in the last 33 days! The work to make this happen is not for the faint of heart, but for those that are driven by compassion and have a servant’s heart. And yes, Team Awesome is comprised of such individuals. I see them tear up when they see their kids drive through, I see them pitching in wherever they are asked, I see them taking late night phone calls to find staff or scramble to order more food, I see them reach out and do jobs outside their normal job, I see them risk their own health and safety for the greater purpose and I see the perform heroic acts every day. I could not be prouder to work beside these amazing friends. My heart is full of pride as they have always been heroes in my eyes, but now they are finally being recognized by the whole community, and even the whole world, as the “Superheroes” they are!” I tip my hat to Team Awesome and owe them more gratitude than they could ever know.” -Patti Bilbrey, Director of Nutrition Services, Scottsdale Unified School District

“Every day our school cafeteria staff serve thousands of children nutritious meals. This year, they are Laveen’s front line workers, continuing to ensure all children are fed despite school closures. Since schools closed due to COVID-19 in March, Laveen has served over 25,000 meals per week across seven school sites and 10 bus stops. Laveen is encouraging the community to recognize our lunch heroes with a drive-by celebration during meal service on May 1st. Some suggestions include decorating their cars, creating signs, cheering or honking on the child nutrition teams and offering words of appreciation. We are asking families to tag @LaveenChildNutrition and to use the hashtag #LaveenLunchHero in posts. We will also have a post on our Facebook page on Friday where people can leave positive comments, pictures, etc. #gratitudecampaign #SchoolLunchHeroDay #AZschoollunchhero” -Jennifer Gordon, Director of Child Nutrition Services, Laveen Elementary School District

Summer Meal Service

The United States Department of Agriculture’s (USDA) Summer Food Service Program (SFSP) and the National School Lunch Program (NSLP) Seamless Summer Option (SSO) provide kids and teens in low-income areas free snacks and/or meals when school is out.  

There are several ways that schools and local organizations can be a part of providing summer meals.

Apply to Operate a Summer Food Service Program

If your entity would like to become a Sponsoring Organization for the Summer Food Service Program, please review our New Applicant Guide for the Summer Food Service Program for instructions on the forms required for submission. Schools and community organizations interested in becoming a site that serves summer meals should contact Health and Nutrition Services to confirm the site is in an eligible area. Request information by submitting a ticket through HelpDesk.

Reporting Use of Excessive Heat Non-Congregate Feeding Waiver

The Excessive Heat Non-Congregate Feeding Waiver permits sites to conduct a non-congregate meal service on days when the National Weather Service has issued a Heat Advisory, Excessive Heat Warning, or Excessive Heat Watch for the area where the site is located.

Actions for Operators:

Summer operators wishing to utilize the Excessive Heat Non-Congregate Feeding Waiver must opt in at the site-level by requesting its use in each applicable CNPWeb Site Application - Section 4.

The participating operator will be required to track and report to HNS the number of meals served under this flexibility in the survey link provided below, and keep documentation supporting the Excessive Heat Warning/Watch from the National Weather Service.

Summer Feeding Options for Schools

Children need good nutrition all year long. Schools have the option to operate the Summer Food Service Program, the Seamless Summer Option, and the National School Lunch and Breakfast Programs to provide nutritious meals after the regular school year ends.

Streamlining Requirement and Improving Integrity SFSP Final Rule

USDA is implementing regulatory changes to the Summer Food Service Program (SFSP) regulations that simplify program requirements for SFSP program operators, improve the customer experience for participating children and families, and strengthen the integrity of the program. Many provisions codified through this final rule were previously allowed as program flexibilities and are demonstrated to facilitate program administration and service delivery for children and their families. This rule is effective Oct. 1, 2022. Compliance with the provisions of this rule must begin May 1, 2023.

Summer Farm Fresh Challenge

Each June, HNS invites all operators to participate in the Farm Fresh Challenge during their summer meal programs. The challenge is an initiative designed to empower summer program operators to cultivate excitement around fresh and locally sourced foods. Participating operators must complete a series of challenges that promote the tasting, teaching, and connection of participants to foods local to Arizona.

Turnip the Beet! High-Quality Summer Meals Award Program

Each summer, USDA recognizes outstanding Summer Meal Program sponsors who work hard to offer appetizing, appealing, and nutritious meals. The Turnip the Beet Award was created to showcase sponsors who are going above and beyond to ensure that children in their care are receiving high-quality meals that are both nutritious and appetizing. 

USDA’s Food and Nutrition Administration is pleased to share the 2026 Turnip the Beet! Nomination Packet. The Turnip the Beet! Award recognizes outstanding Summer Food Service Program and Seamless Summer Option sponsors across the nation who work hard to offer children high-quality meals that are appetizing, appealing, and nutritious during the summer months. This recognition supports Agriculture Secretary Rollins’ commitment to encouraging healthy choices, healthy outcomes, and healthy families. Nominations must be sent by the State agency to the appropriate FNA Regional Office by no later than October 2, 2026.

Each month, the Arizona Department of Education Health and Nutrition Services (HNS) will promote an Arizona-grown or available food by releasing an informational resource designed to provide fun facts, availability schedules, and unique recipes.

Kitchen Creations

The Arizona Department of Education (ADE) was awarded a United States Department of Agriculture (USDA) Team Nutrition Training Grant that supports the initiation of the Kitchen Creations project. This project specifically focuses on creating standardized recipes for use in school meal programs. All recipes standardized under the grant will feature local and native foods as the primary ingredients.

Afterschool Care Snack Program and At-Risk Afterschool Meals

Afterschool Care Snack Program (ASCSP)

The Afterschool Care Snack Program (ASCSP) is a component of the National School Lunch Program (NSLP) that is federally assisted through the United States Department of Agriculture operating in public and nonprofit private schools and residential child care institutions. The purpose of this program is to provide care in afterschool settings. It provides one, nutritionally balanced, low-cost or free snacks to each enrolled child after the school day.

 

At-Risk Afterschool Meals

The At-Risk Afterschool Meals (At-Risk) is a component of the Child and Adult Care Food Program (CACFP) that is federally assisted through the United States Department of Agriculture operating in Afterschool Programs. The purpose of the programs providing meals and/or snacks must be to provide organized, structured, and supervised care in afterschool settings. It provides free afterschool snack and supper in low-income areas to all children who are 18 years of age and younger. Each child can be provided with one snack and one supper after the regular school day. On non-school days (i.e. breaks during the regular school year or weekends), operators may provide up to one snack (AM, PM or, evening) and up to one meal (breakfast, lunch, or supper) to each child per day.

School Food Authorities

Apply to Operate the Afterschool Care Snack Program

If your School Food Authority would like to participate in the ASCSP, please contact your Health and Nutrition Services Specialist. You will make a revision to your existing CNPWeb site application. There is no additional application forms or training required.

Apply to Operate At-Risk Afterschool Meals

If your School Food Authority would like to participate in At-Risk snacks and/or meals, please contact your Health and Nutrition Services Specialist. You will make a revision to your existing CNPWeb site application and submit the SFA At-Risk Afterschool Meals Principals Addendum. There is no additional training required.

Meal Pattern

At-Risk Afterschool Meals is a component of the CACFP. Due to streamlining efforts from USDA, SFAs have the option to elect either the CACFP meal pattern or the NSLP meal pattern for At-Risk meal services.

ASCSP and At-Risk are reviewed during the NSLP Administrative Review (AR). If the sites selected for the AR participate in ASCSP and/or At-Risk, then those programs will be reviewed at those sites.

During School Year (SY) 20-21 there was a significant decline in the number of SFAs who reported free and reduced-price lunch eligibility data as part of operating the National School Lunch Program (NSLP). This decline was largely due to the COVID-19 pandemic and United States Department of Agriculture (USDA) waivers, which includes Child Nutrition Response #59: Nationwide Waiver to Allow Summer Food Service Program (SFSP) and Seamless Summer Option (SSO) Operations through School Year 2020-2021 – EXTENSION. Operation of SFSP/SSO does not require the use of free and reduced-price eligibility as all meals are provided at no cost and are reimbursed at the same rate, thus making the collection of individual income eligibility unnecessary. Most SFAs continued SFSP/SSO operation during SY 20-21. Therefore, the Free and Reduced-Price Percentage Report for SY 20-21 contains very limited data reflecting only those SFAs who continued with NSLP operation during SY 20-21. For SY 20-21, the Free and Reduced-Price Percentage Report can be requested on a case by case basis, by submitting a custom data request at /data). The requester shall detail their needs for the free and reduced-price lunch eligibility data for SY 20-21.

Getting Started with CACFP

Getting Started with CACFP

Child and Adult Care Centers, Emergency Shelters, Head Starts, and At-Risk sponsors who wish to participate in the CACFP in Arizona must complete a series of trainings and submit applications to ADE for assessment of the organization's financial viability, administrative capability, and accountability for Federal funds.

The steps below detail the application process for CACFP in Arizona. 

Step 1: Assess Eligibility and Program Interest

Facilities must meet certain eligibility criteria to operate the CACFP. Further, being a federally-funded program, there are a number of program requirements that must be upheld to sustain operations.

Please view the Introduction to the CACFP online training prior to beginning the applications process to assess eligibility and interest for the program.

Once complete, please print the training certificate as it will be needed in the following application steps.

Step 2: Notify ADE of your Intent to Apply

After assessing your eligibility and interest to operate the CACFP, a series of documents, or Intent to Apply Packet, must be sent to ADE as notification of your intent to apply. After submission, please advance to Step 3 to begin training completion. You will be notified by ADE when your packet is received.

Step 3: Complete Online CACFP Essentials Trainings Step Required

As your Intent to Apply packet is being received and processed by ADE, move on to Step 3 of the process by completing required CACFP training. The required online CACFP Essentials Series covers various Nutrition, Administration, and Infant Feeding topics and each training will take between 0.25 - 1 hour to complete. These trainings are self-paced and can be completed on a day and time that works best for you. It will take approximately six hours to complete all required Essentials Series' trainings.

At the end of each training, you will be asked to click a link to complete a survey and obtain a training certificate. Please complete the survey and customize and keep each training certificate because they will be collected by ADE for verification of training completion in future application steps. If you encounter any issues customizing your training certificate, please reference the Training Certificate FAQ.

Step 4: Complete a Management Plan and Budget

Congratulations on reaching step 4 of the applications process! This step requires you submit a Management Plan and Budget in our CNP Management Plans and Budgets online system. Please note, you cannot advance to this step until a complete Intent to Apply packet has been received and processed by ADE.

Accessing the System:

First, you must gain access to ADE's online systems. You should have received an email from [email protected] and [email protected] indicating your Intent to Apply has been processed and your organization has been established in ADE's systems. Once that email is received, the individual established as your Entity Administrator must grant you access to two systems:

  1. CNP Management Plans and Budgets - Sponsors
  2. CNPWeb - CAC Center Sponsors

For assistance, please use ADEConnect's How to Videos should you need help assigning the ADEConnect roles to yourself or someone else within your organization.

Completing the Management Plan and Budget:

Once you have gained permissions to the CNP Management Plans and Budgets system, you may begin completing your management plan and budget.

Management Plan: Your Management Plan outlines your institution’s policies and procedures related to administering and monitoring the CACFP. The information provided will be used by ADE to assess your administrative capability, internal controls for accountability, and financial viability to operate a federally-funded child nutrition program.

Budget: Your CACFP budget will project the amount you anticipate receiving in reimbursement and the allowable program expenses you anticipate spending it on.

Step 5: Receive a Pre-Approval Visit by ADE

Once you have submitted your Management Plan and Budget, your assigned program specialist will schedule a Pre-Approval Visit.

The Pre-Approval Visit is an opportunity for ADE to determine if your processes are consistent with program regulations or if you need some additional support prior to official program approval.

Step 6: Submit Applications in ADE's Claiming Portal

Congratulations! You have reached the final step of the CACFP applications process. Once your Management Plan and Budget have been approved, you will transfer approved information into the CNPWeb Site and Sponsor applications.

Resources:

Once submitted, your assigned program specialist will review your CNPWeb site and sponsor applications. If there are errors, they will request revisions. If/when the applications are free of errors, your application will be approved, and you will be ready to begin claiming for CACFP operations.
